Upcoming Changes to Student Cell Phone Use in Schools 

Dear Families,

As many of you are aware, on July 16, Governor Tina Kotek signed Executive Order 25-09, directing school districts to limit student cell phone use during the school day as part of a broader effort to support student mental health, academic performance, and classroom focus.

As we begin the new school year, Hermiston School District will be proactively practicing a “cell phones off and away” expectation for all students during the school day. While our school board must still adopt a formal policy later this year, we’re setting clear expectations now to help students and staff prepare for a statewide directive requiring all Oregon public schools to implement official cell phone-free policies.

What you need to know:
  • All districts must adopt an official board policy by October 31, 2025 and fully implement it by January 1, 2026.
  • In the meantime, we are taking a proactive approach by beginning this school year with a “practice” period, expecting all student cell phones to be turned off and put away during the school day.
  • Exceptions will be made for students who require phone access due to medical needs or disability accommodations outlined in an IEP or 504 plan.
Educators across the state have consistently shared that cell phones can disrupt instruction, reduce student focus, and contribute to increased anxiety, social pressure, and cyberbullying. Schools that have already adopted phone-free practices are seeing improved student engagement, stronger peer interaction, and fewer behavioral issues.

We want to assure our families that student safety remains our top priority. Our schools have clear systems in place for urgent communication, and staff are always available to support students throughout the day. This initiative is not about limiting connection; it’s about protecting learning, reducing distractions, and creating a healthier school environment. We’re committed to doing this thoughtfully, with open communication, and we’ll continue to keep you informed every step of the way.
