The Teaching and Learning Department is dedicated to the learning and growth of each student and educator in the Hermiston School District.  We strive for high levels of learning for ALL students.

English Learners

Assists English learners to develop English language proficiency and meet challenging grade-level academic standards necessary for career readiness and strong contributions to our community.  This program is K-12 and each building hosts its own program. 

Oregon English Language Learner Report

The Oregon English Language Learner Report is an annual publication required by law (ORS 327.016), which reports on financial information for English language learner programs, the objectives and needs of students eligible for and enrolled in an English language learner program, as well as provides information on the demographics of students in English language learner programs in each school district. In addition, this report provides a tool that makes data on English language learners accessible to researchers, media, students, and parents.

Newcomer Program

Designed for recent immigrants who have little or no English proficiency, and limited or no formal education in their native countries. This program has been developed to meet newcomers' needs before they enter into general education classrooms

Newcomer Program Locations

  • Grade 3-5 Newcomer Program (located at Highland Hills Elementary School)
  • Grade 6-8 Newcomer Program (located at Armand Larive Middle School)
  • High School Newcomer Program (located at Hermiston High School)

Talented and Gifted (TAG)

Identifies and serves the unique academic and learning needs of students who demonstrate advanced abilities or potential.

Assessment & State Testing

Hermiston School District utilizes a balanced system of assessment that includes a continuum of tools and strategies that measure student learning. Assessment occurs at multiple levels and serve a variety of purposes.

State Assesment Opt-Out

Parents have the option to “opt out” their student from any of these required state assessments by completing the appropriate forms below. The forms can be emailed to assessment@hermistonsd.org or printed and returned to the district office in care of assessment. HSD encourages parents to have a conversation with the classroom teacher or building administrator prior to opting your student out, to learn about the accommodations and/or more details about how the tests are administered.

Special Education & 504 Services

Provides services along a continuum designed to meet the individual needs of each and every student with special needs. Can also include 504 plans for qualifying students.

Multi-Tiered Instructional Supports (MTSS)

A K–12 system of layered academic supports designed to help students meet grade-level expectations.

Supports Include

  • Title IA Schoolwide Reading Specialists at each elementary school to target reading interventions

  • Middle school math intervention teachers

  • Targeted Math and Reading Interventions at both middle schools and the high school

  • High school graduation coach

McKinney-Vento Homeless Assistance

Provides support for homeless children and youth. This program is served through the Student Services Department.

Social-Emotional Learning & Counseling

Provides assistance to all students in the areas of academic achievement, career and social/emotional development, ensuring today's students become the productive, well-adjusted adults of tomorrow. Each elementary school is assigned one school counselor with additional support at the middle school and high school level. Hermiston School District also partners with Umatilla County Health to provide additional SEL interventions through R.I.S.E. This assistance is provided through the Student Services Department by school counselors.
