Parent Initiated Transfer Procedures

Transferring Out of District

General information:
  • For students who reside in the Hermiston School District attendance area but wish to attend an alternate school district.
  • Must be renewed annually.
Procedures:
  1. Student and Parent/Guardian completes an “Out of District Transfer Request,” available at the Hermiston School District Office.
    Inter-district Transfer Request - English     Spanish
  2. Completed Form is turned into the Superintendent’s Office.
  3. Completed Form is faxed to the attending school principal for review.
  4. Superintendent either approves or denies the request.
  5. Parent’s notified of decision by the board/superintendent secretary.
  6. If affirmed, parent delivers “Out of District Transfer Request” to desired district’s superintendent.
  7. Desired district either approves or denies the request.
  8. Original document with desired district’s signature is returned to the Hermiston School District’s Superintendent’s Office for filing.

Transferring Into the District

General Information:
  • For students who reside outside of the Hermiston School District attendance area but wish to attend the Hermiston School District.
  • In the case of elementary and middle school requests, out-of-district transfers will be placed at the school with the least capacity. Students may not request a desired school.
  • Must be renewed annually.
Procedures:
  1. Student and Parent/Guardian completes an “Out-of District Transfer Request” or similar form from their resident district.
    Inter-district Transfer Request - English     Spanish
  2. The completed Form with authorization is turned into the Hermiston School District Superintendent’s Office.
  3. The Special Education Program Director reviews the application to ensure (if applicable) that the Hermiston School District is an appropriate placement for the student.
  4. (KG-8th Grade Request): Immediately following the August transfer meeting (if the request is made prior to the meeting and approved), the student will be placed in the least capacity elementary or middle school. If application is made after the August meeting, the request will be evaluated by the Asst. Superintendent in consultation with the appropriate building principal. (High School Request): High School principal evaluates request to determine capacity availability and impact on current student population. Principal communicates recommendation to the Superintendent.
  5. The Superintendent approves or denies the request. If approved, parents are notified of the placement by the building principal.
  6. The original document with the Superintendent’s signature is returned to the resident district. A copy is kept on file at the Hermiston School District Superintendent’s office.

Transferring Intra District

General Information:
  • For students who wish to attend a school in an alternate attendance zone who reside in the Hermiston School District boundary.
  • Definitions:
    • Tier 1: currently enrolled transfer student.
    • Tier 2: Student with a new transfer request or kindergarten students.
Procedures:
  1. All students (including Tier 1) shall return to their attendance area school prior to the start of the school year.
  2. Tier 1 parents may reapply to the transfer school no later than May 15 requesting to re-enroll for the following school year using the “Parent/Guardian Initiated Transfer Request Form.” This form is filled out and remains at their attendance area school (not the school they want to transfer to). If a Tier 1 request is made after the May 15th deadline, the transfer request will fall into a Tier 2 application status.
  3. Tier II applications will occur after May 15. See step 2 for procedures.
  4. A transfer meeting in August is held to consider Tier 1, 2, and inter-district transfer requests.
  5. Parents are notified by the principal of the building in which they will be attending regarding the status of their transfer request prior to the start of school.
  6. The first 10 days of school will be a probationary period to allow flexibility for unanticipated attendance area enrollment.
  7. After 10 days the transfer becomes formally approved for the school year.
